Comment:

 You will have to generate armadillo.lib and iconv.lib to get a successful
 compilation of mlpack.lib (which is necessary for compiling other
 components).  You may be able to do this by modifying the project options
 when you build Armadillo so that a .lib instead of a .dll is generated.
 Note that Armadillo does not actually support Windows but usually compiles
 on it okay.
