 Nobody has ever made any serious attempt to support Windows on mlpack
 because the build environment is so dysfunctional, nonstandard, and
 continuously changing.  Also, Visual Studio compilers are often very
 buggy.  To my knowledge it is not possible to get mlpack to compile on
 Visual Studio 2010 because the (valid) C++ crashes the compiler.  You may
 want to try with a newer version, if the compiler is crashing.

 Have you taken a look at MLPACKOnWindows?  That may be helpful if you have
 not already seen it.

 Also, the build log that you attached details the errors while compiling
 sparse_coding, but not while compiling mlpack itself.  Can you attach the
 build log when you build the 'mlpack' target?  (after cleaning it)
