 You comment makes sense. As long as we have the packaging in major Linux
 distributions, users would not need to refer to README.txt about how to
 install other dependencies. However, some may want to build mlpack from
 source. Thus, maybe remove this section is good to go, or we can just
 leave a link to this section to make it like this:
 4. Building mlpack from source
 (For more detailed instructions ,please refer to
 http://www.mlpack.org/doxygen.php?doc=build.html and see how to install
 dependencies use your package manager shipped with your sysgem, like apt-
 get, yum, etc)

 And the update of r15004 is fine, it's more clear when users come to
 install the dependencies( especially for Armadillo, LAPACK and BLAS).
