[robocup-worldwide] MSL RULES for 2015 are now published

Dear RoboCuppers 

I am glad to announce that the Rules and Regulations for the Middle Size League 2015 edition are now published.

You can also have a look at the differences between 2014 and 2015 rules at http://wiki.robocup.org/images/8/86/RuleChanges2015.pdf
Any minor changes that may be done to the documents until the end of February will be publicly announced.
