[robocup-small] RoboCup 2019: Tournament Format and Schedule

Hi teams,

here's some information about the tournament format and the schedule of
this year's RoboCup. We've taken account of your feedback about last year's
event and tried to incorporate it into this one, in order to make the
upcoming RoboCup as enjoyable as possible for everyone.

The double elimination format in division A has been well received. Hence,
this year's format will be very similar, with the main difference being
that every team starts in the upper bracket.

The Swiss format in division B on the other side had some major flaws: the
lack of predictability of the matches, the fact that the most interesting
games have been on the first day already, just to name a few. This is why
we chose a completely different, more conventional format for this year.
There will be a long group stage, covering almost three of the four days.
The best 6 teams will then play for the first place in a single elimination
stage.

Like last year, the seeding will be determined 14 days before the start of
the first match, using https://www.random.org/integers/?mode=advanced with
the following parameters:
- Part 1: Number of integers to generate: 4
- Part 1: Value range: -1,000,000,000 and 1,000,000,000
- Part 4: Pregenerated randomization date: 2019-06-18
The first two integers will be used for the division A seeding and the
second two integers for division B (as input for the ssl-grouping tool).
