[robocup-small] Awards at RoboCup 2018

Hello SSL,

As was mentioned in previous emails, we will be adding a few awards this
year to better support and promote the mission of the RoboCup Federation.
This year, we will be presenting 3 awards (in addition to champions for
each league). They are the Excellence Award, the Open Source Award, and the
Most Improved Team Award.

All teams who attend the competition are eligible for the Excellence Award
and the Most Improved Team Award, but* in order to be eligible to win the
Open Source Award, you must make a submission before June 2nd, 2018.*
