[robocup-small] Team Grouping for the draw for Round Robin Leagues

Hi SSL RoboCuppers,

Because of the second place and an quarter final rank teams absence, OC
needs to set a grouping seed for the 2017 games.
Followings are our proposal.

2 Iran          Parsian
2 Germany     Tigers Mannheim

# Seed Group 3:
3 Japan        MCT Susano Logics
3 TRNC        NEUIslanders
3 Brazil        RoboFEI
3 Brazil        RoboIME
3 USA         RoboJackets
3 Canada      UBC Thunderbots
3 Japan        Op-AmP
3 China        SRC

# Seed Group 4:
4 India         KgpKubs
4 Netherlands  RoboTeam Twente
4 Canada       ULtron
4 USA          UMass MinuteBots

OC choses;
#ER-Force to the First Group, since ER-Force got the 4th place in 2015 but
other quarter final teams (Tigers, Parsian) did not attend semi-finals in
past 2 years.

#STOx's and KIKS as the Second Group team, because they scored goals in
Lucky Loser games.

#teams participated in past RoboCup games and Op-AmP and SRC to Group 3.  
Op-AmP and SRC are newcomers, however, their team videos showed so good
performance of six robots.

#Other newcomers to the 4th Group.

If there are no objections to this grouping seed, I draw random numbers from

on next Monday morning (July 17th. 10:00 AM (Japanese Standard time) and
draw lots with the SSL grouping program.
