[robocup-small] SSL Rules 2017

Dear SSL Community,

The official rules for RoboCup 2017 are now online:

As already announced in January and March,
the main innovations are a new penalty shoot-out format
and an autonomous interchange procedure.

You can also find discussion and reasoning for the changes on Github
