[robocup-small] Rule changes for RoboCup 2017

Hi,

The following rule changes will apply at RoboCup 2017:
Autonomous Ball Placement[1], Autonomous Robot Interchange[2] and a 
definition of a robot's orientation[3].
If you have questions about them, please use Github's discussion options 
for pull requests.
No other major rule changes are planned, only clarifications and 
corrections.
