[robocup-small] SSL Rules 2016

Dear SSL Community,

The 2016 SSL rules are now on the website:
http://wiki.robocup.org/wiki/Small_Size_League/Rules

There are no major changes in rules from 2015. Most of the changes are in
wording, to make the rules more concise.

The most  significant change is that we have separated the referee walking
area from the robot area using a short wall. The robots and ball should
remain visible throughout the area within these walls. This will put us on
the path toward games in which the robots can autonomously place the ball
before free kicks, minimizing the need for human referees. Also for this
purpose, please consider participating in the Autonomous Ball Placement
Challenge:
