[robocup-small] TDP/ETDP peer review process

Dear members of the SSL community,

In an effort to improve the overall quality of SSL Team Description Papers,
every submitted TDP and ETDP this year will undergo a peer review process.
We hope that Improving the content of TDPs will accelerate the evolution of
SSL game play, enable new teams to reach a competitive level more easily,
and increase the amount of quality original research produced by the SSL.

Each team's participation as writers and reviewers will be part of the
qualification process. The review process itself is described below.

Teams that are required to submit an ETDP need not submit a TDP.

Peer review process:

1. The team will submit a TDP (or ETDP), focusing on the innovations and
key components that enable the team's success.  Content from previous TDPs
should only be included as necessary for clarity, and citations to previous
work and the team website should be included as appropriate instead.

2. The TC will assign reviewers from other candidate teams, who will
thoroughly review the paper, holding it up to the standards of the
scientific community.

3. Additionally, members of the SSL community will have access to the
paper, and will be allowed to ask questions or request content to be added
to the TDP.

4. The TC will gather feedback from the assigned reviewers and from the
community. Only teams with TDPs that meet the qualification criteria and
standards, as judged by the TC based on the reviews, will be conditionally
qualified.

5. Conditionally qualified teams will incorporate requested modifications
to the TDP, and submit a final version to the TC for approval.

6. If the requested modifications and additions have been satisfactorily
incorporated, a conditionally qualified team becomes qualified, and thus
cleared for registration for RoboCup 2015.
