[robocup-small] Radio Frequencies

Hello teams!
The radio frequencies that you need to use for your robots have now
been published. They are printed on a sheet of paper on the SSL TC
counter. Please ensure you are using only those channels allocated to
you. If you are having trouble with a channel, don’t just choose
another one; please come and talk to us (TC or OC) first.

Remember, if you want to use wifi, you MUST set up your network in the
5 GHz range only. No team-managed wifi networks in the 2.4 GHz band are
permitted, NO EXCEPTIONS.
