[robocup-small] Incorrect Field Markings

Dear Fellow-SSL Robocuppers,

As you must be aware, the field lines were drawn incorrectly on the fields.
The rules state that the double-size field should be 8090mm x 6050mm and
the single-size field 6050mm x 4050mm. However, the painters incorrectly
drew markings for the double-size field as 8990mm x 6550mm and the
single-size field 6550mm x 4550mm.

The Organization Committee takes full responsibility of this mistake.
However, after consulting the painters, it has been determined that there
is insufficient time to redo the field markings.

As an additional test, we painted a test pattern last night, which failed
to dry overnight, this confirming the infeasibility of repainting.

As a result, the OC and TC have decided to keep the existing markings. The
factors affecting this decision are as follows:
1. Most teams have graciously agreed to accommodate the error, and have
adapted their software to the markings.
2. With only one day of practice ahead of us, we feel it is important that
teams have as much time to practice on the fields as possible, instead of
making them unavailable while repainting.
3. Even if the fields were to be repainted, the paint will take more than a
day to dry.
4. Some teams have expressed that it will be difficult for them to
participate on the incorrectly marked fields, and have requested
re-painting the fields. However, in light of the aforementioned
points, repainting the fields is not possible.
