[robocup-small] SSL-Monitor

We (and probably more teams) have had very very similar ideas but hadn't
had the time to implement anything.
I'm keen to testing and contributing to it. It's very likely that we'll be
able to host one or more broadcasters to help balancing in case it gets
popular quickly, and lower delays for nearby locations.
