[robocup-small] Rules clarification: Goalie contact

As written, yes, those all count as interference with the goalie—it
doesn’t matter where the ball is. It is blue’s responsibility to get
out of the way if yellow’s goalie wants to move, period. It’s therefore
quite dangerous for a blue robot to go into yellow’s defense area,
though legal if you’re careful.

In all cases, though, remember that this only counts if the point of
contact is within the defense area. The goalie cannot ram an opponent
just outside the defense area—even if the goalie is partly inside the
defense area, as long as the point of contact is outside, the rule
doesn’t apply.

While this may seem a bit extreme, this rule has been on the books
since 2006 and, in my experience from attending the last few years of
RoboCup, “interference with the goalie” is called from time to time,
but not excessively often.
