[robocup-small] ETDP deadline extension - April 30

Greetings

Due to the extension of the paper submission deadline given by RoboCup
Symposium and the proximity of RoboCup Iran Open, the OC and TC agreed to
extend the ETDP submission date to April 30, 2013. 

We hope that this gives more time to the top 8 teams from last competition
to prepare papers which contribute to the advancement of the League and help
all teams.
