Hi, here's a data point you may be interested from a former
participant (CMDragons '01-'07; champion in '06 and '07). Our '07
team would initiate long passes at up to 7.5 m/s, and this did occur
in some of our games based on the logs I dug up. Obviously we could
not receive the ball at that speed, but since the ball was
decelerating we could kick it faster on a long kick so it would
*arrive* at speed that could be received.
So, a rule change for a maximum speed of less than 6m/s for any kick
would actually limit the passing we did. With the speed that robots
are now going, it might make long passes difficult. Options for
avoiding limiting passing would be only applying the max-speed rule to
non-passes (might be hard to referee) or using a limit above 7.5m/s
(such as 8m/s).
