[robocup-small] Height of the dribbler

Hi folks,

According to the rules (section: Law 4-Robotic Equipment\Dribbling), the
force, exerted by dribbling mechanism, on the ball should be perpendicular
to the ground. Assuming that it is a cylindrical type bar, this requires
the center of the bar should be at the height of ballRadius, right?
Besides, dribbling device cannot cover the ball at all.

Is it really the case for all the teams?

Although this is a simple question, it may affect the design of the robots
considerably.
