[robocup-small] robocup-small Digest, Vol 55, Issue 4

Hi All,But i think this should not be mandatory, as it deviate from the
basic goal of the RoboCup, Innovation. Let teams decide if they want to use
it or if they don't. there may be possibility that one of the team comes up
with better vision system then this one. But this will never be the case if
it is mandatory.
