The goal kick and the corner kick are direct free kicks, the throw-in is an
indirect freekick. When the referee says "goal kick", the referee-box-guy (as I
call the person on the referee-box) will translate this into a direct free kick.
our team will only get direct freekick and indirect freekick signals, nothing
like goal kick, corner kick or throw in.

When the game is stopped (like when the ball is out, so throw-in will be the
next action) the robot handler (only this single person) of each team may ask
the referee to touch the robots. In normal game, no human may touch the robots.
When the game is in time out or in half time, multiple humans are allowed to
touch the robots.

"normal start" is used after the "before_*"-gamestate, as it is e.g. at kickoff.

If a team cannot execute a standard situation within 10 seconds, the game will
be stopped and there is a "force start" afterwards, what means that the ball is
free for play for both teams without restrictions.

normal start is only available after the "before_*"-gamestates. As a Freekick
does not have such a state, there is no need for a normal start event.

The force start should only be available when in "stopped" gamestate as this is
the standard procedure for this event.
