[robocup-small] Referee Box functions

Hi Bahador

I can answer questions 1,3 and 4.

All goal kicks,throw ins and corner kicks are signaled by "Indirect Free
Kick" signal. The main referee first says "Stop" to stop the game, the
assistant or main referee moves the ball to proper position and then says
"Corner/Throw in/etc for Blue/Yellow". the person operating the referee box
then clicks on Indirect for Blue/Yellow button. There is no need for any
extra signal like Normal Start, the team which owns the kick can start the
game. (The other team must wait until the ball movement or Force Start
Signal)

Normal start, as far as I know is used in special cases when the referee
permission is needed to start the game, like kickoff and penalty kick. As I
mentioned in first paragraph Indirect Kicks can be taken right after the
referee signal.

If in some situations the team which should start the game can not start for
any reason like vision or robot problems, after some time, the referee sends
the "Force Start" command to allow other team to play.

I remember in 2006 someone put a file containing all possible states of SSL
game and Referee Box in mailing list or SSL website, but I can not find it
now.
