[robocup-small] result of grouping

Hi, all,

This year we have 17 teams registered for RoboCup2008 SSL.
Here is the grouping of teams. It is carried out by using an automated program as last year, 
which generated the grouping randomly. Teams were sorted into tiers based on past performance 
and qualification videos, and within each of those tiers teams were assigned randomly, 
with the only constraint being an attempt to minimize the number of teams from the same country in a group.
