Following is a email from Yukiko Matsuoka, RoboCup Federation.

We have learned that PRChina Embassy in Germany now accepts only type 2
invitation letter.

Type 2 Invitation letter will be issued by the authorized Chinese department
(not LOC) and
it would take 10 WORKING DAYS to issue it ( you need to submit the separate
application form + Passport copy etc).

PLEASE CHECK IMMEDIATELY with the Chinese Embassy of your country if there
is any change in procedure for the VISA application.

Type2: Original letters issued by the authorized Chinese departments and
particularly required by participants. The copy of each participant's
passport is required for this letter. After receiving the copy, it will take
about 10 working days to issue the invitation letter. Then the post process
of the original letter will take 3-15 days before the participant receives
the posted letter, depending on the international post service the
participant chooses and the country/region where the participant receives
the posted letter. Participants from Iran, Nigeria, Turkey, Afghanistan,
Iraq, Sri Lanka, or Pakistan may need the letters of this type.
Please fill the application form and return it with
the detailed plan in China,
the scanned copy of passport,
the visiting record if you have ever been in China
to LI Jing (lij at sipedi.cn) if you need the letter.

"Since type 1 letters may not take effect now, getting tourism visas through 
travel agencies would be the best way if possible."
