[robocup-small] Rules for 2008

Hi RoboCuppers,

the rules for 2008 are online now:

Please excuse the delay.

Except for the new field, the new rules do not include any major changes 
but some more detailed specifications of existing rules.
However, many changes e.g. regarding chip kicks and dribbling have been 
dicussed intensively within the TC. But after reviewing all details of 
possible alternatives, no real improvements of the approved rule set 
could be found.
