[robocup-small] Procedure for Conditional Qualification

Hi RoboCuppers,

For those teams which have been granted "conditional qualification", 
this email describes the procedure for qualifying at the competition. 
These procedures do not apply to any team with a regular 
(non-conditional) qualification, which do not need to take part as they 
are already qualified.

CONDITIONALLY QUALIFIED TEAMS:

   Farzanegan
   RoboJackets
   Vienna Cubes (has announced it is unlikely to participate)
   Wright Eagle

CONDITIONAL QUALIFICATION PROCEDURE:

Since the SSL qualification (in general) is about the readiness for 
competing in robot soccer matches, so the test consists of the following 
scenario:
   * Put at least 3 operating robots on the field.  While 3 robots are
     required, more robots (up to 5) is preferred.
   * Score a goal against 3 non moving opponents within 3 minutes. If the
     ball leaves the field, it is put in at the next legal throw-in
     position and the team has to execute a legal throw-in resuming play.

The qualification procedure will be carried out in the late afternoon or 
evening of June 2nd, although if a team feels it is ready before that 
time, it can request to qualify at any time during setup.

Whether a team qualifies will be decided by a vote of all present TC and 
OC members, with ties broken by the OC general chair.  Any team passing 
the conditional qualification will be able to fully participate in the 
RoboCup competition.  Any team failing qualification will not be able to 
participate, although space permitting any such teams may be allowed 
unofficial practice matches with other teams on a voluntary basis.
