[robocup-small] Status of Qualification

Hi RoboCuppers!

This year's qualification is a bit delayed. Sorry for that. All teams 
who are qualified for RoboCup 2006 should have received an e-mail today. 
However, there are still discussions about some teams who applied for 
RoboCup 2006 and about whose qualification has not been decided finally. 
These teams have been informed about their status.
After the qualification has been completed, a list of all competing 
teams will be at the RoboCup 2006 web pages.
