[robocup-small] Deadline for Qualification

Hi RoboCupppers!

Due to the small number of preregistered teams, the deadline for 
qualification has been extended to February 19th (11:59 PM, EST).

This deadline will be hard since the result of the qualification must be 
determined by the organizing committee until February 28th.

Of course, all teams who already published videos and/or team 
descriptions may resend updated versions.
