[robocup-small] Proposal for energy budget

The virtual energy budget is an interesting idea.  I'm still not convinced
that it would improve game play, but I think it's worth pursuing. 
However, at the moment, there are simply too many unknown design questions
that we aren't likely to agree upon.

Why don't we add a new technical challenge for RoboCup 2006?  Present a
trophy to the team which designs the best Virtual Referee?  Teams could
demo their systems at the 2006 competition, and if we may discover
something that we can use for 2007.  Right now it seems like the
discussion is stuck, because we don't really know *how* a virtual referee
would work.  This would allow us to move towards a concrete
implementation.
