[robocup-small] new refbox

Hi folks,

It has taken a while, but the new refbox is ready. It is uploaed on the 
refbox web page at:
    http://www-2.cs.cmu.edu/~brettb/robocup/referee.html

The main changes are fairly small. There are no protocol changes. Here 
is the change log:
- renamed start to 'force start'
- renamed stop to 'stop game'
- made force start pressable anytime the game is not halted or in 
timeout. This will allow the 10s force start to be controlled by the 
human referee.

Both gtk and gtkmm versions are updated. I have not tested the windows 
version, however. (Of course it should work as it is the same code... :)
