[robocup-small] Grouping and Match details

Hi all,

The team grouping and the match details are now open.

On the grouping procedure.
The team grouping was done by using grouping software, which
is the same one as used last year, under the following conditions.
- Top 4 teams last year were seeded. However, since Roboroos doesn't 
participate this year, OC member voted and selected vienna cubes.
- Next 4 teams are selected. Basically, those are the 4th - 8th
teams last year. However, since 5 dpo doesn't participate this year, 
OC member also voted and selected BigRed and B-smart.
- Remaining teams are not seeded.
