[robocup-small] Rule Changes in SSL

This is a generic point about rule changes in the small size league.  In the 
time that I have been following the small size league, I have noticed that 
some rather major rule changes are made in the middle of the academic year.  
Often, major points are left undecided until a few months from the 
competition.  Changing the major requirements in the middle of a design 
cycle is terribly frustrating.  On teams with little manpower, this leads to 
trading off energy that could be spent developing AI to the task of rule 
compliance.  This is also highly frustrating to teams that have a high 
turnover from year to year.  I think any team composed mainly of 
undergraduates would agree with me.

I apologise for the rant.  These are my personal feelings on the topic.
