[robocup-small] Rule changes for 2005

Hi Robocuppers,
There has been some concern that we are forcing these new rule changes
down the SSL's throat. We are not trying to do this. These changes
have been with the limited feedback we've heard from the league since
RoboCup 2004. If you are at all opposed to any of these changes we look
forward to hearing from you in the VERY near future.
