[robocup-nao] Rules 2015

Dear SPL teams,

the rules for the 2015 SPL competitions have been finalized and are now available on the league's wiki: 

http://www.informatik.uni-bremen.de/spl/bin/view/Website/MajorRule2015

The wiki also contains a PDF with a diff of the textual changes between the 2014 and the 2015 rules. 

The new rules include detailed descriptions of the previously announced major changes as well as several additional minor changes.

An updated SPL Standard Message will be uploaded to the GameController repository within the next few days.

After the upcoming local opens, we might release an updated version of the rules based on the experiences gained during these tournaments.
