[robocup-nao] GameController 2014 updated

Dear RoboCuppers,

the GameController 2014 German Open Edition was updated at the SPL "Downloads" webpage.

The relevant changes are:

- In the struct SPLStandardMessage, the semantics of the attribute "fallen" are switched now: 1 means "fallen", 0 means "not fallen". The link in the rules will soon directly point to the file in the GameController GitHub repository to keep consistency.

- In the struct RoboCupGameControlReturnData, a comment stated, that the values of attribute "player" start with 0. However, this was neither implemented, nor mentioned as a change. The change in the comment was reverted back, i.e. "player" starts with 1 as it did last year.

- In the start dialog, the drop-in player competition has a separate list entry now and is not just an option of "SPL". Consequently, the GameStateVisualizer has to be started with the option "-l spl_dropin" for drop-in player matches to pick the correct logos and background image.
