[robocup-nao] Clarification about goalie penalty

Yes, its a special case only for the local game stuck. The robot will
go to the sideline for all other penalties.

Hopefully the goalkeeper will be informed, but as you know you can't
always be sure that the game controller operator will press the
correct buttons in time.

This discussion is taking place, the haven't fully been decided yet.
