[robocup-nao] Clarification about goalie penalty

Hi everyone,

In the rules, in section 4.3.1, it is mentioned that for the goal keeper,
the standard removal penalty becomes a 0 second removal, and the robot is
removed and immediately placed at the sideline as in the standard
replacement of a penalized robot.

In section 3.10.1, it is mentioned that in the case of a local game stuck,
if the goalie is involved, it is placed on the penalty mark of its half
facing the goal.

Is placing the goalie on the penalty mark only in the special case of a
local game stuck, and it is replaced on the sidelines for any other
infringements?

Also, if our robots listen to the UDP packets from the game controller, will
the goalkeeper always know that it has been penalized (i.e. will the
assistant referee controlling the game controller box always hit the penalty
for the goalie)?

Lastly, have the groupings for the round-robins been decided?
