[robocup-nao] a few discussion items for Nao

Hi Tucker,
  I'll answer to the best of my knowledge -

1) Yes TDPs are need for Nao teams. I was told they are needed for all 
teams, so I took that as Nao and Aibo.
2) The TC/OC is the same as the Aibo league + a representative from 
Aldebaran.
3) Rules are at

is linked on the front page of the SPL website.
4) UT Austin are also having a significant failure rate.
