[robocup-msrs] Tilt and Pan in Robudog 2

Jackson,

I passed your question along to one of the developers who worked on the Robudog at Robosoft and he indicated that the Pan and Tilt commands should still be there.  He is checking with the developer who actually did that work to ask him about this.

The Tilt and Pan commands used in Atlanta did not work anymore.
They even do not compile with the RobuDog 2.0 Simulation.

Please reply to jackson at itandroids.com also.
