[robocup-msrs] unable to find a suitable d3d device for MSRS

After installing the MSRS software on a laptop, I get an "unable to find
suitable d3d graphics device..." error message in the Microsoft Visual
Simulation Environment.  Prior to this, we ran dxdiag and it says I have
DirectX 10 installed properly.  We also have an ATI Mobility Radeon X1600
graphics card.  What is the fix for this?
