[robocup-legged] New GameController Release

Hi all,

Another release of the GameController and sample code.

This release has the penalty shooting UI cleaned up a little.  It  
also has a bug fix in the sample code (the time since drop-in wasn't  
initialised correctly if the GameController was NOT running).

There is NO change to the network packet format with this release.
