[robocup-humanoid] New review process for RoboCup 2019

Dear Humanoid League teams,

The deadline to submit your applications for participating in the Humanoid League during RoboCup 2019 has now passed. Thanks to all teams who submitted their material on time!

The Technical Committee decided to change the review process for this year: All teams that submitted their material will receive their reviews by January 7th. Some teams will be directly qualified based on this material. Other teams may be asked to submit additional material or resubmit a TDP taking the reviewers' comments into consideration. The deadline for submitting updated materials is *January 28th 2019*. The submission system will be opened January 7th again so you can submit your updates. Teams who did not submit any material so far have the possibility to start a new application between January 7th and January 28th. However, teams who submitted on time and improve their material will be given priority when taking the final decision.

The list of all qualified teams will be made available no later than February 15th.
