[robocup-humanoid] New rule draft for 2013

Dear teams,

the Technical Committee has uploaded a new rule draft for the RoboCup 2013
competition in Eindhoven at http://www.tzi.de/humanoid

The changes to the 2012 rules are clearly marked in the document.

For your reference, here is a list of the important changes since the last
rule draft in October, 2012:

   - reverted foot size reduction (see separate announcement) and updated
   trend of rule evolution
   - added obstacle to AdultSize's Dribble and Kick competition (chapter 18)
   - make it clearer that only robots in play are allowed to communicate
   (i.e. robots not currently on the playing field, including penalized
   robots, must not communicate information to the other robots) (section
   4.5.3)
   - define the position of the player when re-entering the field to be on
   its own half, in order to aid localization (section 5.9)
   - allow referee to relocate objects and persons before and during a game
   which are suspected to create artificial landmarks for the robots (new
   section 5.10)

Please note that a final draft is expected to be released soon with the
remaining changes (i.e. updated throw-in challenge).
