[robocup-humanoid] Rule Discussion for 2013 and approved changes

Dear Humanoid League teams,

the Humanoid League Technical Committee has started preparing the rules
for RoboCup 2013. In this email we will present the decided rule changes
(with a draft of the updated rules already online), as well as open
discussion points.

We also invite everybody to discuss pending decisions on this mailing
list and to make additional suggestions. Only in this way, the rules
will be able to address all teams' concerns. Please provide feedback
via the HL mailing list.

Decided Rule Changes
------------------------------------------------------------------------

After reviewing the survey results (see earlier email), and taking into
account the discussions and votes at the team leader meetings at RoboCup
2012, as well as considerations in regards to compatibility to the SPL,
the TC has decided that ...

... the Humanoid League will play with two yellow goals in 2013.

... the field size for KidSize will remain unchanged for 2013, but is
    planned to be increased to 6x9m ("TeenSize field") in 2014.

... the ball color for KidSize will remain orange.

Based on the change in goal color, we are also lifting the requirement
to wear black trousers and black socks during games.

Please be reminded that based on votes / decisions in previous years',
the two landmarks poles will be removed in 2013. Also the maximum foot
size is reduced from H^2/30 to H^2/32. Refer to appendix A of the rules
of 2012.

At http://www.tzi.de/humanoid we have uploaded a first draft of the 2013
rules which reflect these changes. All changes compared to the 2012
rules are clearly marked in the PDF. Please note, though, that this
draft is incomplete, additional changes as outlined below and as will
hopefully result from your suggestions and discussions will follow
later this year.

Decided Rule Changes (not yet reflected in the rule document)
------------------------------------------------------------------------

* Adjust throw-in challenge to be more realistic, as it is not the
  goal to throw the ball really far (potentially outside the field)
  during a normal match, but instead throw it accurately. Rules will
  be updated to require that the ball be thrown for accuracy towards
  a black pole positioned randomly by referee in a defined distance
  (e.g. 2m +/- 0.5m) and the air gap between the ball's final position
  and the obstacle is measured (voted 19:0:1 at RoboCup 2013)

* in AdultSize dribbling challenge have the referee place an obstacle
  in the path between the penalty mark and the goal area. (5:0:0)

Undecided Rule Changes
------------------------------------------------------------------------

* A decision on the number of players in KidSize (i.e. whether there
  are 3 or 4 players per team in 2013) should be announced before end
  of the month.
* The TC is also considering switching from the orange tennis ball to
  the orange hockey ball as used in the SPL (which has the same weight
  and similar color), and we encourage your input on that issue.
* In order to improve WiFi quality, the TC is considering using 802.11n
  (in addition to b/g for backwards compatibility) at RoboCup 2013.
* Additionally, the TC is still considering other steps to improve WiFi
  quality.

Again, we encourage all Humanoid League teams to provide feedback on
the open issues, as well as to suggest additional changes to the rules.
However, please do so before October 31.
