Based on the 2011 rules, 5.9 should not have mentioned substituted
players as substitutions are only allowed during a stoppage of the
game. However this is not how it was handled in the competition, so
the TC is currently discussing whether and how to update the
substitution rule. Unfortunately this delays the draft release a few
more days.

The reference you mentioned was only added in the draft (with the
changes marked) to inform why these parts were stricken through, as
5.9 has been newly added this year to define re-entry in a single rule
and not multiple times. However it would indeed be helpful to have it
in the actual rules, so it has now been added.
