[robocup-humanoid] Notice of commitment

Dear all,

the qualification materials are due in less than three days (January
29th) and the TC's been asked regarding the notice of commitment that
is a new requirement this year. This should express your commitment to
participate in RoboCup 2012 should your team be qualified, and also
your commitment to provide a referee (who knows the rules) during the
whole of the competition.

A possible wording could be "(The team) commits to participate in
RoboCup 2012 in Mexico City and to provide a referee knowledgable of
the rules of the Humanoid League." but you are definitely free to
write it in your own words.
