[robocup-humanoid] First Rule Draft for 2012

Dear Humanoid League Teams,

a first draft of the 2012 rules has been uploaded to

 http://www.tzi.de/humanoid/bin/view/Website/Downloads

All changes compared to the 2011 rules are clearly marked in the PDF.
Please note, though, that this draft is incomplete, additional changes
(as already discussed) will follow in January.

For now, please all review the first draft and provide feedback, e.g.
about missing or improvable changes. Only in this way, the rules will
be able to address all teams' concerns fairly. Please provide feedback
via the HL mailing list.
