[robocup-humanoid] Regarding the rules and the game controller

Is there an standard method to verify that a robot complies with the rules?
As I understand, the game controller defines a communication network, it broadcast the game state. Are the robots  allowed to use the same network to communicate between them? How they avoid to overwhelm the GameController?
