Hi,

If you read the call for participation, you will see that
qualification is based solely on the performance of your robot as a
soccer player, that is how well can your robot perform on the playing
field.

It does not make a distinction between custom build and robots based
on kits. From previous years, it is evident that custom build robots
have an advantage over the kit robots like Bioloid, Kondo KHR. I don't
think a kit robot ever managed to make it into the finals at RoboCup.
