[robocup-humanoid] Update: Editing of rules for 2010

Hi,

here is an update on the rule editing for 2010. After some limited initial
feedback to the summary of rule changes for 2010 and after having not
received any further comments for a while, we are now in the process of
producing the first draft rules for 2010.

A big thanks to Prof. Michael Meyer, who as volunteered to edit the rules
for 2010. In the process, we will move from Word .doc format to an open
format (LaTeX) since this will hopefully make maintaining  the rules easier
in the future.

For example, there are too many layout changes between Word and Openoffice
given the current rules.

I expect that the first draft version will be ready in the second week of
Dec.
