[robocup-humanoid] Rule Draft 2009

Dear Members of the RoboCup Humanoid League,

The rule draft for 2009 has been prepared by the technical committee.
It is now available as a PDF file from the league's web page
http://www.tzi.de/humanoid  (under "Downloads").

All significant changes to the rules of 2008 are marked by 
a yellow background.
The changes from 2008 to 2009 are mainly incremental
following the policy of recent years having major changes
(like the number of robots) only every two years.

Most of the changes have been addressed/discussed
in the respective team leader meeting at RoboCup 2008 in Suzhou.

The technical committee welcomes your comments and discussion
about the rule draft for 2009.
